A Wide Range of Investment Fields

        Based on Hangzhou’s building low carbon city, the QJEDA will focus on green and energy saving industry, healthy industry, and modern service industry, set “low carbon economy” as the core of the development of industry, and adopt green, healthy, environment-friendly, ecological and sustainable development industry, to develop “low carbon technology” as the QJEDA’s brand and core competence. At present, the QJEDA has successfully introduced a series of projects, covering photovoltaic solar energy, semiconductor lighting, energy conservation and environmental protection, electronic information, electrical and mechanical integration, international infant and baby industry, service outsourcing, etc. After several years of construction, three major industries and five theme industrial parks have been tentatively established.

Three Major Industries

Green and Energy Saving Industry

        Green and energy saving industry is the leading industry in the QJEDA, the engine of manufacturing industry and the core of Hangzhou low carbon manufacturing industry. Emphasis will be put on solar energy industry, wind power equipment and LED, as well as other energy saving equipment. An industry chain is going to be developed, including research, manufacturing, application and service. Attention will be put on the advance of technology, the high-added value and the forecast of manufacturing.

        Solar Energy Industry: The QJEDA is developing a solar energy industry base, including the production of polycrystalline silicon material, silicon, solar battery, circuit board, and applied power. It is hoped that it will become an important industry base home and abroad in five or ten years later. Now, a rooftop photovoltaic solar power station with an annual capacity of 2 MV has successfully been operated.

        Wind Power Equipment Manufacturing: It includes three parts, initial processing, equipment assembly and service. Equipment assembly is QJEDA’s main aim according to real situation. A wind power equipment manufacturing project with annual capacity of 100 MV will start in the near future.

        LED Industry: LED of high light and extra-high light will become the focus in the future. Therefore, the QJEDA will mainly focus on the development of these two kinds. In 2005, the QJEDA was titled with “Semiconductor Lighting Industry Base” by Semiconductor Institute of Chinese Academy of Sciences. In March 2010, the QJEDA was honored with “Hangzhou State Semiconductor Lighting Hi-tech Industry Base”. The base is planned to cover 3 km2. Enterprises with output of RMB 1 billion will be built. The total output is estimated to surpass RMB 30 billion, and the export is about USD 1 billion. Until now, many projects have set up in the QJEDA, such as Chuangyuan Photoelectric Lighting, LED Photoelectric Technology, Bonian LED Product, large screen display, Taiwan MOVCD.

Health Industry

        The QJEDA will put health industry on priority, and become the new lead in Hangzhou. Medical instrument manufacturing and healthy service are the main focus. Health product will also be researched and manufactured. A unique industry cluster will come into being, with R&D and service as the main job.

        Medical instrument: Facilities for medical diagnostics, supervision and treatment will put on priority. Attentions will also put on five categories, artificial leg, artificial organs and implantation facility, surgery medical equipment, and other medical equipment.

        Health Product: Focus will put on popular products, such as products for resisting fatigue, reducing blood lipid, strengthening immune system, and adding nutrition. We will actively attract international famous health product enterprise, and large domestic companies, foster new-rising enterprises, and encourage medicine enterprises to develop diversely and to engage in health products.

        Health Service: It includes aging support market, health examination, rehabilitation therapy, and specialized treatment. Emphasis will put on aging support market, with attention on high grade health examination and rehabilitation therapy.

Modern Service Industry

        Modern service industry is put on priority, including service outsourcing, cultural creativity, and production service. Emphasis is put on office building economy.

        Service Outsourcing: As the demonstration base of service outsourcing base of Hangzhou and Zhejiang, ITO and BPO is on focus.

        Cultural Creativity: Emphasis is put on information service, modern media industry, design service and animation.

        Production Service: Services such as talents training, finance service and technology service will be developed.

        Office Building Economy: It is developed to match the development of modern service industry. It is where the modern service industry develops.

Key Industry

        Electronic Information Industry Base: Thanks to the development foundation and advantage of Hangzhou, the QJEDA works hard to attract key enterprise, to develop an electronic information industry base integrating R&D, production and sales of software, communication components, integrated circuit, and new type component.

        Electrical and Mechanical Integration Industry Base：Leaded by hi-tech industry, the QJEDA put emphasis on the development of packaging machinery, intelligence instruments, and medical equipment.

        International Infant and Baby Industry Base: The baby’s product industry is among the ten potential industries in Hangzhou. Hangzhou is aiming to build the brand of “the capital of baby’s products as well as a city with quality life”. With the settlement of international giants like Beingmate, the development of the international infant and baby industrial base is gradually taking shape.

        Opportunity Industry: The QJEDA will develop opportunity industry through energy saving, industry attraction and industrial benefits. We will focus on the development of food processing (and drink processing), general equipment manufacturing, special equipment manufacturing, transportation equipment manufacturing, electrical machinery and equipment, instruments and cultural office products manufacturing.

Five Theme Industry Parks

        China Hangzhou Energy and Environment Design Industry Park: This industry park is the demonstration park of low carbon economy set up by China Energy Conservation Investment Corporation in East China, the only state-level investment company in energy saving and environmental protection. The total planned area covers 1500 mu, and the first phase covers 374 mu. It is an important project in the QJEDA, and also one of the “Top Ten Key Projects of Hangzhou 2007”. The workshops here can meet different enterprises’ need. Various cooperation is available: A. the leasing of workshops and office building; B. building workshops according to company’s requirement.

        In the park, there is a Green Building Technology Pavilion, which is the “Demonstration Project of Renewable Resource and Building Energy Conservation of China Construction Commission in 2007”, Zhejiang’s first three-star project of green building, and China’s first platinum project of LEED (Leadship in Energy and Environment Design Building) of USGBC(the US Green Building Council). It is striving to develop to be the demonstration platform of integration energy saving technology, a window of green technology, the leader of energy saving building and education base of energy saving.

        Hangzhou Qianjiang Innovation Industry Park: It is planned to cover an area of 340 mu, with the building area of 400,000 m2.The first phase construction, which has been developed, takes 48.5 mu, with the building area of 53,000 m2. This park is the “Demonstration Park of International Service Outsourcing of Zhejiang Province”, as well as “Demonstration Park of Service Outsourcing of Hangzhou City”. It is the leading platform of the development of service outsourcing and cultural creativity in the QJEDA. It is devoted to developing into an international service outsourcing industry base of “lowest cost, best service, closest relations with financial capital” in Hangzhou.

        Planned Function: calling center, e-commerce center, digital processing center, cultural creativity and media producing center, software developing center, and scientific research incubating center.

        Wanhua Innovation Industry Park: It is developed by Hangzhou Wanhua Holdings CO., LTD., with a planned area of 245 mu and construction area of 213,000 m2. Modern office building, research building and standard workshops are ready to use. It is devoted to developing bases for hi-tech industry, advanced manufacturing industry, modern service and college students’ business starting. There are many preferential treatments here, like free lending, free property, free study, equity investment, equity financing, and interest subsidy for financing.

        Hangzhou Wanhua Holdings CO., LTD. is striving to develop Hengda Wanhua Cultural Creativity Industry Park, where there are R&D center, display center, standard workshops, and headquarters office. Aiming at “Example of Zhejiang, Top of the State”, it focuses on the development of hi-tech industry, advanced manufacturing industry and headquarters economy, and cultural economy, to become the cultural landmark of the QJEDA.

        Hangzhou Singapore Low Carbon Technology Park: It is developed by Singapore Purifying Technology Group and Hangzhou Wanhua Holdings CO., LTD. The planned area is 345 mu, with building area over 500,000 m2. Aiming at “lead of the nation, first-class in the world”, the park develops industry block, commerce block, headquarters block, and housing block. It is planned to a demonstration park for low carbon integrating low carbon industry, low carbon building, low carbon life and low carbon economy together, which includes low carbon headquarters economy center, low carbon finance center, low carbon standard center, low carbon R&D center, low carbon incubating center, low carbon industrialization center, low carbon marketing center, and low carbon service industry center.

        Xinbei-Qianjiang International Square: It is located in the center of QJEDA, covering an area of 200,000 m2 . It is a comprehensive offices, commerce and finance center invested by Hangzhou Xinbei Investment CO., LTD., providing services like catering, entertainment, shopping, offices and housing. It is the new business landmark of QJEDA.
