Planning for the Development Zone                                                         more... 

   Hangzhou Qianjiang Economy Development Zone locates at the northwest part of Hangzhou Linping industry area, is bordering the township of Tangxi Town in the northwest, and its land occupancy starts from No. 09 Provincial Road in the west, reaches Heyu Road in the east, starts from Ningqiao Avenue in the south, reaches the Grand Cannel Road in the north and covers an area totaling 23.8 sq.km according to the planning, of which the launching section land occupancy range starts from Xingqi Road in the west, reaches Shunda Road in the east, starts from Ningqiao Avenue in the south, reaches the Kangtai Road in the north, the planned Xingyuan Road reaches No. 09 Provincial Road and covers an area totaling 5.91 sq.km according to the planning.
  With Xinghe Road and Xingyuan Road as the boundary, the development zone forms the layout structure as “one centre, two axis, four sections and five parks”.
  “One centre” is namely the public main centre which relies on the green land of the garden for arranging for the public facilities including administrative office, management, commerce, commerce and finance, cultural entertainment and R&D training etc. and furthermore radiates service to the ambient area.
  “Two axis” is namely the public construction development axis and industry development axis formed into a crossing as “十” by relying on the primary roads as Xinghe Road and Xingyuan Road.
   “Four sections” are namely the four living matching residential section. Tangxi Residential Section is formed by leaning on the township of Tangxi Town and Xitaiyang Loquat Garden Leisure Resort land, Quanzhang Residential Section is formed by combining the reserved rural residential land with the planning residence land at the south side in Quanzhang Village, Hangnan Residential Section is planned at the west of Heyu Raod and the south of Yunxi Road and Zhujiajiao Residential Section is formed by the rural residential land for settlement at the south of Xingyuan Road and the east of No. 09 Provincial Road.
   “Five parks” are namely five industry parks of which the mechanical & electrical integration industry park is at the south of Xingyuan Road and the west of Xinghe Road; the mechanical & electrical and package industry park covers the two sections at the west of Xinghe Road and the east of Xingguo Road, and the north of Yunxi Road; the new material and new energy industry park covers the two sections at the east of Xingge Road, the north and south of Xingyuan Road.

Special Planning

1. The planning period limit: the existing level year is defined as 2003, the short-term planning level year is 2005 and the long-term planning level year is 2010.
2. Flood control target: the flood control standard is to prevent the flood occurred once only in 50 years.
3. Drainage of stagnant water standard: the built area and the planned urban area are able to in 24 hours discharge the 24-hour rainstorm that occurs once only in 20 years and is free of drowning.
4. Under the overall target set in the Flood Control Planning, improve the water system look and riverway water quality and realize the overall target as “clean water, smooth flow, green banks and beautiful scenery” for riverways through the riverway rectification.
5. With the precondition as accommodating the riverway function of flood control and drainage of stagnant water, make planning for the riverway water system layout and the backbone riverway project size according to the land plot layout and function requirements.

Road Network Planning



  The road transportation network backbone as “six length and six width” is to be formed for the planning roads within the development zone.
   Primary road: “six length” is namely Shunda Road, Shunfeng Road, Xinghe Road, Xingzhong Road, Xingguo Road and Xingqi Road; “six width” is namely Grand Cannel Road, Yunxi Road, Kangtai Road, Xingyuan Road, Kangxin Road and Ningqiao Avenue.
   The east-west direction main road links to No. 09 Provincial Road and the east linkage line and efficiently connects the contact between the public centre inside the development zone and the matching service centre of Linping industry area.
   The east-west direction main road directs the traffic vehicles to the south-north direction main road, and directs the living communications to the public facility centre. The communications to the outside is mainly released through the south-north direction main road that directs to No. 09 Provincial Road and No.320 National Road.

Planning for Comfort Housing Points


  In accordance with the existing situation that there are more rural residential sections which are scattered in the development zone, in order to improve the overall image of the park, united arrangements will be made for rural residential sections. Rural residential land occupancy will be arranged in the residential land occupancy of the development zone by taking such elements as the administrative division limit and the villagers’ intention of removal into comprehensive consideration. At present, mainly Zhujiajiao Community and Quanzhang Community are under development and construction.
